The "Butterfly"
If a caterpillar can decide if he wants to become a butterfly or not, why is he so small and weak?
He chose wanting to be a butterfly, why can't he be one?
He could stuff his face with leaves and try his best at becoming one all he wants but he is going to end up being some ugly mutation.
Why would he even go through the pain of stuffing his face? Even the most beautiful butterfly can get eaten by a bird.
He can either chose to die as an unmeaningful caterpillar or try being something knowing he'll never be.
Right?

Having the ability to decide - to choose (freely) - is, in and of itself, power, the most coveted of all powers.
I second this reply. This is the most coveted power.
I think your post begs the question or thought of why do some beings choose to be something different - even if it may be more dangerous for them?
