Definition of Moral Decisions

Hi,

I'm just looking to be pointed in the right direction. Is anyone aware of any philosophers who argue that all decisions are moral decisions, just some only have a very slight moral aspect to them?

In other words, this may be put as: moral decisions do not exist, only decisions, some more important to whatever normative code you follow than others.
